"probably" is an important part of your language here. Because we are most likely close to the optimum anyway, given the current services rendered by the government, it is not that easy to determine the exact situation. You could be right, you could be wrong.

When reagan came to office taxation (marginal) rates were so much way over where they ought to be that it didn't take a rocket scientist to understand what should be done. Getting that done, however, was a BIG decision which called for a lot of guts. It had never been done before and nobody knew for sure that the theory would also work in real life.
It did.
