But all Arabs count, even Syrian and Transjordanian laborers imported by the British in the 1930s? When UNWRA was set up in 1949 to feed the Arab refugees of Palestine, they were careful to define a refugee as having living in Palestine for at least two years. The UNHCR definition needed twenty years of residence to qualify. There was a reason for the change; many of the "indigenous" were recent arrivals.
