I asked the same question to the esteemed Mr. Marcos and got no reply. Always asked and never answered. It's their achilles heel and if word gets out they are in trouble.

Would Israel consider the settlers to be under Palestinian jurisdiction, subject to Palestinian law? I don't think so - it doesn't now. As for the map being not to scale - I never assumed it was, but it does indicate how many ILLEGAL settlements are scattered like cancer all over Palestine. Every settlement represents a theft.
