What are planning/zoning regulations like in NZ?

In Australia most of the population lives in areas with house prices that have bubbled up (and the same in Britain too), whereas in the US the bubble is in only certain metro areas. The average house here in Albany NY costs $US 170k and the price falls as you go west from here.... As you go east or south it is another story :)
