You got THAT right! Here in middle Georgia the local law enforcement is a bunch of buffoons. Most criminal cases get thrown out or never make it to court because of screw-ups by the arresting officers. They found their niche in writing traffic tickets (which they do well) but the local population has to fend for itself when confronted by the criminal element. As a result, EVERYONE owns a handgun and most people have a concealed weapon permit ($45 at the county courthouse). Violent crime is limited to an occasional shooting (a deal gone bad) in the drug neighborhoods, where the police don't patrol for fear of getting hurt and missing the chance of writing a ticket for running a stop sign.
