Kerry did not vote "for the war", he voted to give the president power to use force (if necessary) to disarm Saddam, but made it clear when he voted that Bush had promised to try and work through the UN and to only invade as a last resort. Bush broke this promise. Saddam may not have been the #1 threat out there, but he did need to be disarmed. Also, Bushies were exaggerated the danger of Saddam byt only showing around the intel they wanted senators to see, much of it false thanks to Cheney's Iraqi exile liars.

Behind the scenes however, Kerry knew Bush was going to invade no matter what. He heard it not from Bushies but from the British defense chief (Straw?) and told us about it at a small fundraiser during the summer of 2003. Therefore, Kerry was in a no-win position. Either trust Bush to keep his promise (which he knew he probably wouldn't) or become an anti-war senator when he too wanted Saddam disarmed.

Kerry ran on a platform of keeping our troops there as long as, or longer than, Bush.

Now is a good time to take them out.
