If you count excess Social Security trust fund assets as revenues, then there was a surplus. Of course if Global Crossing or any other corporation tried to account for their 401k withholding as revenue to the corporation, they would be called fraudsters.

So, when Democrat partisans claim that there was a surplus, they are admitting that they are condoning fraud.
