Tim, the way the British Empire was built was only in small part by force of arms. It was by trade and cash flow.

I'm not suggesting the USA take over Africa against their will by force of arms.

I'm suggesting a constitutional "Associate State" variation so that countries could choose to sign up with limited rights and obligations.

The fleets of B52s might have been hoping to catch a few "enemy combatants" but the reality was not much different from the catching of "enemy combatants" at Hiroshima. There probably were some military people in Hiroshima, but the ratio of "collateral damage" to "enemy combatants" was off the scale.

The ratios are vastly improved these days in Iraq, but still bad enough that a lot of Iraqis see the USA as wanton murderers. So do a lot of Italians. And others.
