I recall hearing on C-Span the head of the SSA talk about the actual return on investment for SS. He pointed out that SS is more than a retirement fund. It also includes survivor benefits and disability payments. It has components which are similar to life insurance and disability insurance. All of which is "lost" in any of the public discussions. Since the option proposed loses $4.05/month, I wonder if that $4.05 reflects an average of what the Feds would pay out in survivor benefits and disability payments?
