Insurance isn't the prime issue. Medical care is the overall issue, insurance is just a common way to pay for it. Also the question is still rather general. I might make some quesses to make it more specific. Many people can afford insurance. I assume your not talking about them but rather how very poor people will get insurance? If people are on drugs or alcohol, or other similar items, and need help, they can afford those drugs, or alcohol, etc. Therefore, they should be able to purchase at least some medical insurance. Part of the problem is that we have the very good idea that people should be able to live their lives as they want, but we also have the idea that everyone should get adiquate medical care which can conflict with the first idea. If I want to spend my money on wild partying I might be more likely to need medical care and less able to afford it directly or to pay for insurance. But if you have government agents come and check my lifestyle and don't let me buy alcohol )or a TV or a cell phone), or take these things away from me if I do get them and can't show proof of insurance than you are really setting up a totalitarian system. You would need a huge number of ancients digging in to people's lives, plus a network of informants. To really make it "work" you would probably have to create a climate of fear, and have harsh punishments for violating the rules. You move towards totalitarianism in two ways, 1 - The requirement itself is very restrictive of personal freedom, and 2 - The effort to enforce it might be even worse. Getting back to your question I'm not sure that there should be "an answer" to this question. I don't think we should require everyone to be insured. I might have an even more specific answer if you have a more specific question. Tim
