I don't really look for admirable characters in movies (having so many in my own life, of course). Darkness is fascinating exactly because it is different from my own experience.

The X-Files were shot in and around Vancouver.

Quite a lot of films and TV shows shot in BC for the reason you cite - production costs are much less than in the US.

The Twin Peaks TV show, OTOH, was shot in North Bend and Snoqualmie, Washington.

Northern Exposure was filmed in Roslyn, WA, near Cle Elum.
