You don't know your Vietnam history very well. NVA regulars made up the vast majority of the North's combatants, not Viet Cong. Most U.S. Casualties were the result of contact with NVA regulars. The insurgents have no State sponsorship period. They probably get funding from islamic charities, but there is no comparison between the amount of money coming from charities and having two superpowers, China and the Soviet Union provided money, aircraft, armor and small arms and pilots to fly their aircraft.
