That is the whole point of Bush's cynical scheme. A-holes like Bush and Grover Norquist have been campaigning to destroy Social Security forever. Bush campaigned to end Social Security in his failed 1978 Congressional race.

The idea is quite simple. Today Social Security is the most popular and successful government program Americans have ever enjoyed. Bush wants to destroy Social Security and the best way he can see to do so is to transform it from a system for all to a welfare sop for the poor, who do not have a voice in Washington.
As soon as Bush can transform Social Security into a welfare program, he can kill it off because no one who has any influence in Washington will champion the program.
