Likely, SEVERAL structural changes are required. I would suggest: For short-term immediate improvement, PAYGO budget rules to be adopted for the Congressional budgeting process. For a 'perminent' fix ('cause PAYGO will only be able to resist the flood tides for a few years at best... before the old forces break it down again): passage of a BALANCED BUDGET Constitutional amendment. You have good ideas. When can we get started on the Amendment? You don't like my idea of taking an old budget and using it as a baseline? Even if we went back a decade, expenditures would be much lower.
