How can you even think of compiling a worst presidents list without even mentioning Hoover and Nixon? The real all time worst president of course was Abraham Lincoln. He created the federal govt. as we know it today. Before that states rights were supreme and the federal govt was just there for pooled defense. It was sold as a war against slavery but really it was the end of the united states as envisioned by the founders. Kind of like Bush really, take a legitimate problem and solve it by usurping the founding fathers entire vision.
