Rove would have smeared Tommy Frank's war record if Franks had been running against Bush. Don't blame the victim of a smear campaign, blame the candidate whose campaign has smeared three Silver Star winners in a row. if Kerry had run with Wes Clark that would have made four.

Kerry was a real war hero. He had a perfect right to use that. When war hero McGovern declined to use it he was heavily criticized.
