I think that would be great. From what I see, great students while doing better with great teachers, will do well with almost any teacher, because they are motivated, and their families are motivated, and more than anything, they learn on their OWN, anyway. But poor schools, with students who are not motivated, coming from homes that may not support the students, really need great teachers- because the teachers is all that student may have, and they aren't going to learn without a teacher. In bad schools a teacher is a life line to a better life- and a teacher may be the only life line. To punish bad schools is really unfortunate (imo).
