Let's try a familiar example. Say you manage your cash with envelopes. You have one envelope for food money and another for entertainment. There's a big show in town you want to see so you take money from the food envelope and replace it with an IOU from the entertainment envelope. Your food account is in order.

Instead of entertainment, why don't you just say crack cocaine. You want your crack cocaine and you have no money in the crack cocaine envelope so you steal from you food envelope.

What difference does it make? Someone stole money from your food evelope to feed a crack cocaine habit and you have no money for food.

If they return the money, then they just borrowed the money.

If they don't return it, they then in effect stole the money.

What is your problem?

Nice example with the food and entertainment envelopes kholt. The added twist is that today's generation gets to go to the big show while the next generation is the one that wakes up in the morning looking for cash in the food envelope. After getting really hungry, it looks into the entertainment envelope and finds a big IOU. Guess it will have to raise the SS tax to 25%. That will do a wonder for the economy and hiring.
