Bush has said nothing about shutting down the Social Security benefits, and the author of that quote is way off base to even make such an assumption. He is just shooting blind in an effort to malign the President.

Haqi, the quote you reacted to was not something that Bush said or that the author asserted that Bush said. That was the author's proposed alternative to Bush's approach. The author is proposing greater and more immediate privatization than has Bush.

he wants to reform the SS with no mention of eliminating it.

Of course Bush is not going to MENTION eliminating it. For heaven's sake, it took him several months just to mention that there would be benefit cuts, and even then he only touched on it, leaving the think tanks and press to fill in the details.

...but he is not stupid, and would not make such an unpopular decision

Definitely not so stupid as to announce it. But announcing and engineering discretely are two different things. There is plenty coming from the supportive think tanks and pundits to indicate that they believe that's what he has in mind, or at the very least what they expect to result long term. If one wanted to engineer the elimination of SS but do so quietly, you could hardly find a better plan than Bush's.
