What McNamara doesn't tell you when attempting to take the moral high ground on Japan is that he personally was involved in running the numbers during WWII on how to maximize damage to 75% of all Japanese cities based on a firebombing strategy under Curtis LeMay. Firebombing is just as destructive and horrible as nuclear weapons. He doesn't mention this whatsoever. The number of nuclear weapons is irrelevant as to their use. Case in point. In World War II, the U.S. had possession of only a few weapons and two were used. Today we have thousands and NONE have been used. The U.S. has successfully managed thousands of weapons over decades of time. MAD or mutually assured destruction worked over the length of the cold war. It still works today. Osama Bin Laden never said that its a responsibility of Muslims to obtain Nuclear Weapons because of the Nuclear Non-Proliferation Treaty! OBL ordered this because he has a personal goal for world domination by Muslims, no different than Hitler or Napoleon.
