Well, I'm not too sure about the scientists. Sounds more like the admin and the industrialists.

But it sort of reminds me of what's going on around here.
I see it as terribly urgent. Lots do. But lots want to create some utopian community behind it, so we are all touchy feeley and song singing, and making plans to make plans to put something on paper. Rat was mumbling under his voice a lot.
Just do it. Our next town meeting is supposed to be ":what is your worst case scenario?" Hell, we don't need worse cases; we need action to stop worst cases. So Rat got pissed off and called a solar contractor who should show up, and will start making things, instead of words, happen.
Or, the town will put me on ban. :-)
