"But we don't have guys on the ground watching highways like that." Are you sure, Wayne? (Not that I'm familiar with out disposition of intelligence assets in the region, but with even the news magazines running photo-essays at the time showing the oil smuggling trucks going down the highways out of Iraq to Jordan and Turkey, I find it kinda hard to imagine that the US government wasn't aware of the smuggling. The latest Senate report on 'Oil for Food' violations claims that "52%" of the smuggling happened in plain view that way.
