I think what people do is go on a year-long billing cycle, so it does let you cary over from month to month. There's just no point in going full tilt boogie and trying to produce a much electricity as you have used in your life; just from now on, at home, only. I think, at one point, PGE had to pay. Now it's welfare handouts. From me, dammit. To the bum on the corner with a sign and a fine cigar and a bottle of fine wine and his golf clubs. The little monopoly dude.
