Dumping is intentionally taking losses to gain a new market or to hurt or eliminate a competitor, not just losing money.

If losing money on any product or type of product, or in any sector was dumping then dumping would be ubiquitous.

AMD is reporting big losses so by definition they are dumping [flash].

Dumping is selling below CoGS (below the cost of production) which doesn't include R&D or SGA. To do that for years obviously requires subsidies from either a profitable business in another market or the government.
