"the USA does not intentionally target civilians" This is true. The USA does accept "collateral damage", and seems to have no problem with causing quite a lot of it. Our "smart bombs" don't distinguish between the innocent and the guilty within their blast radius. If they kill some guilty, we discount the innocent.
