Umm, could it be because seven US Army personnel have already been charged and up to twenty others may face charges in that case, all as a result of a thorough internal investigation that produced the 2000 page report you find so widely quoted in the news?

Because they have physical custody of the defendants and refuse to recognize the jurisdiction of the ICC? Now you could send the French Army in to get them. Good luck.

Also, unlike the noble French, American soldiers actually HAVE been charged and tried and punished.
