Iraqis own a lot too. They are not wealthy, or stable. The ultimate check and balance of government excess is an election. If the government ignores the constitution and refuses to hold elections, then they aren't a government under the USA constitution. What you mean is the ultimate check against usurpation of the constitution is an armed insurrection by people supporting the constitution. Japan is about as wealthy as the USA yet has no guns and is very stable and has lots of good qualities. I think the gun theory is false. Mqurice
