Yes, that is ONE of the common 'ring fences' that are put up by the two dominant political parties to eliminate or adversely affect the potential emmergence of competition.

MANY States have ridiculous 'ballot access' restrictions like that... requiring parties (such as the Libertarians, for just one example) to re-qualify every cycle, while the big two parties get automatic passes (saving them money and effort).

Fusion Voting though is an even more pernicious political restriction (where it is banned), and New York is one of the very few States to still allow it.

Just look at the New York Conservative Party --- it's been on ballots there for *decades*.
