The we should not describe/label it as a flat tax. Its still a graduated tax, with the levels reduced.

All flat tax proposals, and the ones being used, have a "floor," usually around 20K. They won't work otherwise.

And they must deal with the present home property exemption structure, such as interest on home mortgages, property taxes, etc., to be politically viable. That generally kills the conversation.
