What do you have in mind? What does the IRS have to say about the delineation between rich and middle? Are you thinking of the estate tax cutoff?

I don't know, Karen. I only know that in most conversations about tax reform, the usual argument is that the bulk of tax money raised from individuals/families comes from the middle of the range. Because there are simply so many.

As for Democrats "talk about taking money from the 'rich' so they can spread it around to those who need it," I think that talk is about the two tax cuts the Bush administration has sponsored. The political talk that I've seen says that the Bush folk cut taxes on the rich and then uses the lowered income to cut benefits for the middle and lower segments (SS, medicaid, etc.).
