I'm not sure what you mean by "early on". Cheney was "in the loop" when Don Rumsfeld was selling guns and giving maps to Saddam Hussein in the 1980s. Cheney was also very much "in the loop" when Halliburton started receiving generous "cost-plus" contracts for Operation Iraqi Liberation (OIL) in late 2002 or early 2003. Cheney, of course, denies this. He's such a bold liar that he denies what is publicly acknowledged when the MSM publishes his tax returns, i.e. that he continues to receive over $100,000 per annum from Halliburton and has a continuing interest in Halliburton stocks and options.
