Could Felt not have gone to any of the Supremes? Is there no one else in government he could have gone to?

He could have gone to any one of a number of congressional committees.

And, of course, he was obligated to go to his boss, the head of the FBI, which apparently he did not do.

According to some stories on NRO I linked earlier, the Watergate break-in occurred shortly after Hoover died, and Nixon appointed L. Patrick Grey as acting director. Felt knew that Grey was passing on information about the investigation to Nixon. Nixon was attempting to turn the FBI into an arm of the White House, similar to what happened under Clinton.
