Each individual doesn't have to pay the $1000. It doesn't appear on their bank statement with a payment demand.

Individuals have their own debt levels and their lenders lend only what they think the individual can repay. Those who get in too deep are in trouble and have to spend their lives working to pay off debt, which is not a lot of fun.

People who know how to manage their lives don't have a problem at all because they don't have debts they can't manage.

A lot of it is being paid out of petty cash = newly pixelated $ of which there are many billions a year being produced.

I wouldn't call $1 out of $40 negligible, but it's not a big deal. As it goes on adding on each year, it'll soon become a big problem.
