I think that before we as a Government for the people decide to make it legal, we had better compare the costs of the 10% of the addicted and the damage they will inflict on other humans and their community, before we legalize it.

Your asking for a comparison of an actual thing to a hypothetical thing. Estimates of the hypothetical can be all over the place.

An strong argument could be made that legalizing drugs would lose the cost that the addicted inflict on the rest of society. The only way it could increase the cost IMO is if the number of addicts greatly increases.
