It's more a partnership of Cheney, who has the neocon ideas, and Rove who is the tactition.

Bush is not mind-controlled, he is just naturally incurious, and is kept in informational isolation by his handlers.

Then why is he frequently off playing during the middle of the week? How do you explain his absenses? Coincidence? He was the most vacationed president in US history until the NY Times made a stink about it.

You exaggerate to make it appear unrealistic. Tone down your exaggeration, bring in a circle of neocons and then it starts to make perfectly good sense.
