If, say, we have strong reason to believe NK is going to launch on the US, and we launch to prevent it, I'd call it justified I would, too. But... remember the boy who cried wolf? US state claiming it has "strong reason" to believe another country is a danger might not be so credible next time. That's OK. We're sure the French will duck next time too.
