The Clinton budget surpluses were illusory. Subtract Social Security receipt in excess of disbursements and it is probably a deficit. If you subtract the voluntary early payments for Roth IRA conversions, and it was absolutely a deficit.

President Bush has never vetoed a spending bill. Most that were passed should have been vetoed.

The only way we can expect a balanced budget is to pass a Constitutional Amendment mandating a balanced budget every year.
