I believe that the 'optimal' position for a society would NOT be at the peak... but somewhere to the left of the peak, well down the curve.

The problem though, that I was pointing out is that there is no accepted method for determining WHERE a country is on the 'curve', nor even if the bell shape properly models the economic reality of Laffer....

Consequently, Laffer is a useful bit of commonsense to keep in mind... but it can have no greater prescriptive utility until someone answers those fundamental questions.
