Couldn't we just start with a general announcement like, "yer all under arrest." Presuming no one is innocent seems much more rational than presuming all are innocent except for what we can prove. We'd put a stop to all the sneakiness up front. "You're all guilty, now convince me I should give you a break on an individual by individual basis." This is starting to seem like a very good idea from my founding father point of view. I would of course pardon myself (and a few vestal virgins) a priori.
