IMO, not by the legal definition. D*n! Diogenes can rest. I'd give it a "maybe". Treaty violations might hang him. Is he a danger to me, my family and my friends? Yes.* But OBL wasn't? I'm glad America is finally waking up to Bush. Now we need to get the Congress to wake up or replace them. I will not vote for anyone that does not oppose Bush. Period. Fine.
