West coast doesn't have pipe lines running in to it because they burned the Alaska heavy crude. no other refineries were set up to burn this crap. hence why would you build a pipe line to send higher priced crude into Ca. to refineries not tuned up to burn the different crude. Second it was mandate to get the lead out of gasoline. No one had something to substitute until Arco Chemical in pa. developed the mbta? i forget exact name. All the oil companies were forced into purchasing this additive from Arco Chem to produce a new clean gasoline and meet federal and state laws. this is one of the big items in today's Energy Bill in front of congress today.. this product when underground tanks leak at storage facilities and service stations gets into the water table and causes big time problems. States are suing the oil industry for developing this product that was mandated by federal law or state law. I expect Latimes should follow up on another law suit against the oil companies in Ca. if they believe the oil industry is fixing prices. Ca. has never been shy about going to court. This report could have been written twenty years ago and maybe it was.
