Not true. UN resolution against SH was a Cease Fire Agreement, allowing full resumption of Gulf War Hostilities by member states if SH failed to abide by the exact terms of that agreement. SH failed to abide by that agreement. He got caught with Mustard Gas in the 1990s and would not cooperate with UN weapons inspectors and even more importantly fired surface to air missiles at UN planes patrolling the no fly zones in Iraq.
