Probably, the best way to look at the figures in Table 1 is to take the dollar column entitled "On Budget"... In one sense, I would agree. And that would be the sense that you're trying to better understand how the government spends and accounts for money and where the revenue is coming from. A noble and valid goal. On the other hand, I could challenge you to prove where the SS or postal service surplus was spent [or used to pay down the debt]. Is there an accounting trail to show that the surplus was used to pay down debt? I'm not aware of one. Everything I've ever seen suggests that all revenue goes into a giant electronic pot and then gets disbursed to other large electronic pots. Further, I notice that Debt and Spend Republicans like to use your observed method when it comes to discussing Democratic Administrations and my observed method when it comes to talking about Republican Administrations. The Heritage Foundation, which is not a Debt and Spend conservative site, will acknowledge that there were balanced budgets during the Clinton years. jttmab

I was listening to the LBJ tapes yesterday and for a variety of reasons I often smile while listening to them. Yesterday was no different. LBJ was talking to an aide who said the he needed to talk to LBJ about a supplemental...very abbreviated and paraphrased exchange.... LBJ: I don't want no supplementals. Aide: But Mr. President it's only for $30M [M is not a typo] LBJ: I don't want no supplemental. They [the Republicans] will accuse me of wasting tax payer money. Aide: But Mr. President, we have $42M in offsets. We'll actually save the taxpayer money with this supplemental. LBJ: Then, they [the Republicans] will say my budget is fiction and we just made up the budget. Aide: But Mr. President, this isn't even your budget, it's President Kennedy's budget. LBJ: I don't think you're listening to what I'm saying. Aide: Yes sir, we'll kill the supplemental. jttmab
