Tyranical dictators have taken over many of those countries, and the tribes are still trying to kill each other off.

The problem is, what do we do? The majority of people in this country are not willing to verbalize a "fogeddaboutit" policy. They steal or waste almost every dime we give them. We can't and won't recolonize them.

So Bush's policy of limited, targeted aid seems to be the only solution.
