No, to the insurgents I think the Iraqi police and military are seen as collaborators, not neutrals. They probably figure if no one was cooperating, the US would have to leave.

re: What war? The 2nd Iraq war is over, more than two years ago. Our enemy (the oh so evil Mr. Saddam and his evil regime) are neutralized. A smart candidate can use the proper rhetoric to point that out to the population. In addition, there is no "war on terror". There are steps taken to improve the safety of Americans, but those steps are not part of a "war".

Almost the entire population calls Iraq a war. You can't fight that.
