The goal was to destroy Iraq as a modern state that could potentially challenge Israel at some point.

In this they have been quite successful.

Iraq which had one of the highest living standards in the Arab world a generation ago has been largely destroyed as a modern society except for its oil industry. Most of the population is unemployed or underemployed and a civil war threatens
