I spend about the same time in San Diego and in Germany. Right now in the process of buying 15 acres in Italy with a great view of Lago di Trasimeno.
It includes a 3000 sqfeet rustic ruin, which allows for (re-)building a home of same size.
No way to get a building permit in Italy if no history of a home built on it.
That is outside of cities and this became strict law 10 years ago or so.
