Now in retrospect, I think he was acting like he was hiding WMD in order to create some kind of bargaining leverage.

I think you have to think of the ME like its a bad neighborhood in an American city. In those neighborhoods, criminal power is reserved for the gangs, and the strongest gangs have the most power. If a rival gang sees weakness, they attack. For Saddam to survive in his neighborhood and given his past transgressions, he had to maintain the illusion of having WMDs and to not be afraid of the US, UK and even the UN. His very survival depended on it....and not just with neighboring countries........but with his enemies within Iraq.
