If Hamas does emerge as part of government, then they will have to take responsibility as part of government, which they are not terribly eager to do.

Ironically, in Qalqilya (on the West Bank), their newly elected town council, led by Hamas has to deal with Israeli officials daily, since Israel supplies the water and electricity to the West Bank. They seem to have managed. The town council also just cancelled the summer music festival because they are afraid of the 'immorality' of it. This does not please the citizenry, but hey, they they voted for it.

HAMAS was described as a terrorist organization by CSIS (Canadian Security Intelligence Service) in January 1995.

Heck - even Canada finally labeled Hamas a terrorist organization.
