Well, I think it's pretty obvious why the neocons are confusing the issues. It seems they are trying to cover their tracks. I wonder what things might have been like if they had leveled with the American public that they wanted to go to war to spread Democracy, create a base of operations in the ME agains the bad actors in the area, and to secure oil supplies? I suppose the polls would have been divided right along party lines, which would have allowed them to move forward with the war, but at least they wouldn't have been caught in a lie, which to me supports an impeachment inquiry.
